欧盟实施《欧洲绿色政纲》对中国有哪些影响以及如何应对

 

可持续金融体系是近年国际金融体制改革的方向和趋势。欧盟已经推出《可持续金融分类方案》《绿色债券标准》等规则性文件，中国也在借助“一带一路”倡议推动绿色金融标准体系走向国际。因此，中国应携手欧盟推动建立全球可持续金融体系，提高中国在制定国际金融规则领域的影响力。首先，建立中欧绿色金融标准互认机制，逐步完善可持续金融分类、绿色债券、绿色信贷等的标准体系，重点解决“绿色”内涵、资金使用等的互认问题。其次，对标欧盟《非财务报告指令》，加强中国企业气候和环境信息披露体系建设，完善中国环境、社会等信息公开机制。第三，探索将气候与环境风险纳入中国金融监管体系，加强中欧双方在绿色资产适用性评估等领域的合作。

 PLATFORM BY THE EU ON CHINA AND ITSCOUNTERMEASURES

Abstract: European Green Platform is theinnovative growth strategy launched by the new president of the EU. It putsforward the grand goal of EU to become the first net zero carbon region in theworld by 2050, defines a series of policies to promote green investment,financing and finance, and determines the direction of green diplomacy andtrade policies. The launching and implementation of Green Platform will notonly affect the development of the Europe, but also have a direct or indirectimpact on China's participation in international trade, global climatenegotiations and global green finance. Therefore, we should attach greatimportance to the important role of China-EU climate diplomacy in improvingChina's international environment, actively respond to the impact of non-tarifftrade barriers such as carbon border regulation tax and sustainable chemicalreview on European export, strengthen cooperation in green technology anddigital economy between China and the EU, and cooperate with the EU to promotethe establishment of a global sustainable financial system.
